Private Lands Initiative Program
The North Dakota Game and Fish Department administers the Private Lands Initiative (PLI) Program (North Dakota Century Code § 20.1-02-05). The PLI has three main goals: (1) conserve habitats for fish and wildlife populations; (2) provide landowners interested in wildlife conservation with cost-share assistance for developing and protecting wildlife habitat; and (3) provide public opportunities to access fish and wildlife resources on private land. The PLI is funded with revenue from the sale of habitat restoration stamps and the interest accrued from the Department's general fund balance.

•  Enhancing economic development with federal military defense dollars to provide jobs;
•  Developing military contracting opportunities in North Dakota;
•  Establishing long range plans to include private, corporate and civilian sectors;
•  Identifying initiatives that will increase economic growth;
•  Coordinating missioning ties with active duty and reserve/guard components; and
•  Identifying opportunities to attract seed money for new industries that have a tie to the military.

Grand Forks Region Base Realignment Impact Committee
The Grand Forks Region Base Realignment Impact Committee (BRIC) is a public-private partnership between Job Service North Dakota, Grand Forks County, City of Grand Forks and Grand Forks Region Economic Development Corporation.  The partnership was formed in 2005 following the announcement of the realignment of Grand Forks Air Force Base (GFAFB).  The Grand Forks Region BRIC released a report in November 2006 identifying the economic impact that the realignment of GFAFB would have on the region.

Legislative Process Regarding Military POCs
North Dakota Senate and House Committees on Government and Veterans Affairs do not handle many issues dealing with military bases. However, military committees are active at the local level in communities surrounding bases in the state.  The Adjutant General serves as the primary point of contact on military affairs issues for state legislators and the Governor’s Military Task Force.
