Idaho H.B. 608 of 2010 removes the six month limitation from local zoning commissions so that they may act upon a request for an amendment or modification to the land use map component of the comprehensive plan at any time.

Land Use Planning

Idaho H.B. 148 of 2011 amends existing law relating to local land use planning to provide that one purpose of local land use planning is to encourage the protection of land uses for the production of food, fibre and minerals as well as the economic benefits they provide to the community. Requires the governing board analyze proposed changes to zoning ordinances to ensure that they are not in conflict with the policies of the comprehensive plan.

Forest Legacy Program
The Idaho Department of Lands administers the state’s Forest Legacy Program.  The program is intended to protect forest areas that are threatened by conversion to non-forest uses through fee simple title or conservation easement purchases. The Forest Legacy program is a federal program that is voluntary for eligible states.

Habitat Improvement Program
The Idaho Fish and Game Commission’s Habitat Improvement Program lists “creating and improving habitat” as its goal.  The program provides technical and financial assistance to private landowners and public land managers who want to enhance upland game bird and waterfowl habitat.  Methods include funding for easements and fee title acquisitions that benefit fish and wildlife.

Idaho Code §55-2101 et seq. provides for the state’s Uniform Conservation Easement Act, which authorizes the creation of permanent easements on real property for conservation and historic preservation purposes.
